You would need an employer to sponsor an LMIA in the first instance but generally it is almost impossible to get a job offer from outside of Canada unless someone has skills not readily available in the country. Alternatively if someone is a spouse of a study permit holder they can apply for a work permit or if someone is from a country participating in the IEC program.
