Hi,

Just want to share my recent experience for NEXUS application for not being a Canadian PR more than 3 years.

I used to live in the U.S. in F-1 status for more than 6 years and I became a Canadian PR in January 2018. Before I became a Canadian PR, I also lived in Canada holding open work permit for less than 1 year. I applied for NEXUS in early July 2018 and got conditionally approved in late August. So I believe the 3 years residency requirement does not necessarily apply to the time after becoming a Canadian PR. In my case, obviously it counted my U.S. residency.

Maybe because you just have to prove 3 years of legal stay in Canada or USA and not 3 years of PR.
Your reason of conditional approval is not because you are PR so short, but because you stayed in USA so long compared to Canada.

I Came to Canada on Student visa Jan 2013...i got my PR DEC 2015.... applied for Nexus.. Feb 2016.. got my card March 2016... ( i do not think there is a strict 3 year PR residency requirement)...its case to case basis....

Now , my wife came to Canada Dec 2018... got PR Sept 2019... applied for Nexus Oct 2019... lets see what she gets!!!!
