Hey guys I have a situation.

My brother he’s currently studying Canada and came to Canada in MAY 2022 however his course supposed to complete the by the end of December 2022 but the next course is not available until May 2023, in other words his next course for the winter January 2023 term is not available at the moment.

1. Would it impact his work permit?

2. Since his study permit expires in December 2022 if he starts second course in May 2023 is that gap considered as official drop or unofficial drop??

1. Yes it would impact your brother's PGWP negatively.
2. This is an unofficial drop, he will have to find a way to stay studying full-time. Otherwise, he will not receive his work permit after graduation.

he is studying full time and it is one year graduate certificate program and the next program is not available. Can u please tell me how it is unofficia?? since the program is not offered by the college he doesn’t voluntarily want to take a drop!!

Then he needs to apply to a different program/college to continue his studies during this time. The school is not responsible for his immigration status and responsibilities.

Official is only if your brother and his college has a paper work stating that they consider his drop as official due to reasons including but not limited to health reasons, well-being reasons, family reasons, etc with proof from a recognized third party (doctor, consultants,...). Which is not this case, as they don't have to offer the courses just because of your brother. Your brother needs to find his own way to continue his studies.

Your brother wants to do two back-to-back programs to get 3-year PGWP. That's the plan, right? If that's the case, then according to IRCC (link), students need to complete the two back-to-back programs within 2 years to be eligible for a 3-year PGWP. If your brother began his 1st program on January 2022, then he needs to complete his 2nd program before Jan 2024, otherwise he will not be eligible for the 3-year PGWP, as the program duration exceeds two years.
