1. Proof of funds depends on visa type and also where you will be applying (visa office requirements). All visitor visa applications require proof of funds but if somebody is inviting you, then the inviter can be the financial supporter too. Student visas are also all about proof of funds. For work permits funds are less of an issue but again it really depends on a lot of factors that nobody can access without knowing the full situation.
2. WES is not the only place that does education assessments. Not all need to be assessed. You need assessment for permanent residence application not for visas (unless visa office is asking for it specifically). Even in the case of PR you may get away with not having an assessment. Again not enough info to answer really. Most people do only their highest level of education as assessment not all levels. Hope that helps.
