I came to Canada as truck driver in BC ..After 2 years my work permit expired an i lost my status ..On July 2016 i apply for restoration and work permit with Lmia attached ..paper mailed .Until now i have no news from CIC..2 weeks ago i had PnP ..My question is : Can i go to the border to get new work permit ??

No - you can't go to the border since you're out of status in Canada. You have to wait for the restoration application to be processed. This may take as long as four months.
