Hi everyone I'm very new to this but hoping someone can help me out..

I'm currently in Canada on a visitor visa with my boyfriend and we're trying to get work visas again.. we previously had a 2year work visa in 2013 and we finished working in 2015 .. were looking into applying for new ones and scared of it been rejected. I understand that under certain circumstances another work visa is granted but I read that
"If you participated in IEC before 2013 for a period of up to 12 months, you are eligible for a second participation of up to 24 months in the category of your choice. Those who participated in IEC more than once before 2013 are no longer eligible to apply."

My question is because we had our visas in 2013 do you think we're ELIGIBLE AGAIN??

You'll need to tell us which country you are from. Rules are different from country to country.

However you're not eligible again based on the rule you quoted. You didn't participate before 2013 and you participated for more than 12 months. So you fail to meet the required criteria on two points.
 
In that case you can participate again but only under the co-op stream:

The co-op stream has specific requirements you will each need to meet, specifically:

You’re a student registered at a post-secondary institution
You have a job offer for a work placement or internship in Canada
You need to do this work placement or internship to complete your studies
You’ll work for the same employer in the same location during your stay in Canada
