This is what shows on the Canadian Consulate website for LA trv app:

Important changes effective November 19th, 2012:
Passports and original documents will no longer be returned in-person. All passports and documents will be returned by mail. Refer to the Mailing Instructions.
The visa office will be open to the public Mondays, Wednesdays and Fridays from 9:00 am to 11:00 am.
Processing Times for applications submitted in person will be the same as those submitted by mail.


It has deleted the wording that application in person shall be processed the next business days, and replaced it with this. Does it mean from November 19, 2012, any in-person application for Canadian visitor visa/TRV shall be processed the same as mailing, i.e. 30 days?

All of you who has submitted your TRV application in person at LA office after November 19 please let us know how long did it take you to receive the visa in mail? (Assuming that you no longer can pick up the visa in person, correct me if I am wrong.)

Same wording on the NY site, so you submit in person, doesn't save you any time will be returned by mail.
 
The wording on NY office says the new rules take place after January 7. However, even if returned by mail for in perspon, will it be actually returned much faster than if you submitted by mail?
