Hello,

I am a new PR in Canada landed in Jan 2018 as skilled worker. I have no job at this moment, still looking, and I rely on personal savings for living.

With regard to tax obligations. What do I have to do?
Do I need to take any action? Do I have to fill a tax return for this April 2018?
And so far am I considered as tax resident?

The deadline in April 2018 is for filing 2017 tax return. Since you landed in Jan 2018, it's none of your business unless there's you were a resident before that.
 
You were not a tax resident in Canada in 2017 so you do not have any tax obligation for that year

By the way, in case I leave Canada for the remainder of 2018, will I continue to be a non tax resident?
 
No need for you to file taxes for the 2017 tax year, since you just became tax resident in 2018. As for your second question, it will depend on the ties you build in Canada before leaving and whether you earn any income while here.
