New rule also says one should have a job offer and
"Job offers will only need to be a minimum of one year in duration once they receive permanent residence."

Which means having an ICT and one year Canadian experience is just not enough to get 50 points.You should also have an offer from your employer for the next 1 year.

You are reading it wrong. If you work for 1 year continuously for employer whose name is on ICT work permit you are eligible for 50 points.

Thanks. in fact I wish I am reading it wrong as I belong to this category. But then why did they include this in the statement; "once they recieve permanent residence"

For me this is confusing.
 
Yes, you need one year experience working for the employer named on your WP and a job offer for one year duration.
