New Implied Status updates on CIC

Not true. I applied for BOWP 3 times (last time in 2014) and AOR was never on the list of required documents before (not sure why CIC would ask you to submit something that they able to check with few mouse clicks).

AOR is required, but it technically NOT on the list, you do not need to physically provide it, all you need to do is to include your PR and EE application number in your letter of explanation, the officer will extract the info from CIC database when he/she check R10 completeness mark.

An AOR is meaningless and BOWP will be refused without R10 completed.

CIC do require to submit AOR now.

That wasn't a requirement few months ago. But I'm not sure how CIC will assess the application if AOR is missing. Will wait and see.
 
I have already send my paper application. The thing is I need to confirm if I am working legally under implied status without AOR but everything else.

I did say it is required, but on the list, aka IMM5556, does not mention AOR in anyway, nor the upload list when you submit online.
If you provide sufficient information to prove that you are "first stage approved" in APR, you are ok. Countless people submit online without go out their way to provide something not on the list, and they got approved regardless. As long as you are eligible for BOWP, the officer will not blindly ignore and refuse application, certainly will not mark it as "incomplete" for all that matters.

Snake3276120, I recommend you to wait and see how they will reply to your application in your case, refused or rejected due to incompleteness.

I, myself last year applied for BOWP as well to buy some time without AOR or anything. I was on implied status for 3 months and of course my application was refused. With that 3 months under implied status, I was able to complete 2 year of my work experience. Now my PR application is under processing. I am not sure if they are going to take this updates into consideration and ignore those 3 months under implied status.... I am a bit worried now actually.

No question if you're eligible, but if you aren't? Certain people were buying time by submitting application w/o actually meeting eligibility. Before that requirement the application was simply refused and the time between wp expiration and application decision was considered as "implied status". But what will happen now?

Thanks. I have AOR from OINP, and my OINP application had been transferred to a senior officer for decision almost 2 weeks ago. I guess I will be nominated soon, then get ITA.

It is mostly "likely" be a refusal instead of a rejection for incompleteness. What they do is that, they will receive the application package and then match with the checklist, if everything is there, they will put it away in the queue for future processing. Otherwise you will know immediately if they reject it outright.
But let's face it, if you play with loophole like this, you are entirely at CIO's mercy.
 
Will they consider applications before this uodate same way ? This update is from 13th June and my application was recieved on 7th June

I doubt it because it doesn't say anywhere applications received before XX date are to be treated according to old rules. If you're working, stop working and confirm with CIC.

I do not see any changes though beside procedure part being added. I have snapshots of previous page before this update,

Actually I just checked, procedure part was there as well. They have just modified the language, everything else is same. Only applications that are treated incomplete are with missing signatures or fee reciepts.
