OTTAWA–Long-serving Calgary MP Jason Kenney will become immigration minister as Prime Minister Stephen Harper unveiled a sweeping cabinet shake-up following last months General Election.
Kenney, who was the secretary of state for multiculturalism, will be charged with overseeing the implementation of sweeping and controversial reforms of the way Canada selects immigrants.
Kenney's efforts at reaching out to ethnic communities, especially in urban areas, is credited with boosting the Conservatives' vote count, helping win seats in some ridings and making it a close race in others.
First elected in 1997, Kenney could use those close ties to help sell the Conservatives' new immigration plan, which gives the immigration minister the power to issue "instructions" to his department to give priority to categories of immigrants whose job skills are in demand in Canada. The minister also has the power to refuse applications in other categories.
Those whose occupations are on the CIC's list of 38 qualifying occupations and can meet other requirements of the Federal Skilled Worker category will have their applications processed.
For those without occupations on the list, applicants will be able to apply via other immigration categories such as the Provincial Nomination Programs (PNP), provided they meet the required criteria.
The list is expected to be released to public later in the year
The conservative government and Minister of Citizenship and Immigration Canada (CIC), Diane Finley, will now look to proceed with Amendments to the Immigration and Refugee Protection Act (IRPA).
