I am looking for some clarity on employer eligibility for a new business in Moose Jaw, Saskatchewan.
I have a job offer as a Retail Manager (NOC: 60020) from an employer who recently purchased an Esso Plaza in Moose Jaw (includes gas station, shop, car wash, and restaurant). The owner has 5 years of successful business history in Alberta, but has just started this new operation in Saskatchewan( a month ago).
My Questions:

My Questions:
- SINP Eligibility: Since the owner recently bought the business, does the "24-month operating rule" in SK apply to the location or the owner? Can he support a Job Approval Letter (JAL) immediately if it’s an existing Esso station?
- RCIP Moose Jaw: Does the Moose Jaw Rural Pilot allow "new" owners to be designated if they have a long history in another province (Alberta)?
- Timing: With 1.4 years left on my permit, should I be worried about the 2026 SINP "Triage" rule that prioritizes those with <6 months left?
- NOC Choice: Given my Master's (Master's done in ON, Canada), would a Retail Manager title be safer for a "genuine candidate" for a plaza like this?
