New EE profile after 5 years of COPR

Somebody received COPR through EE 4/5 years ago but didn’t come to Canada. Now he is realizing that was not a good decision.

Is it a drawback if he applies again? He has active EE profile.
Has anyone of you ever seen a case like this? Would appreciate if you can give me a real example. Thanks.
