Yes, That's correct that PR takes upto 2 years now in spousal sponsorship. When spouse lands in Canada they are first given conditional PR for 2 years and then given PR. The process is now similar to Australia.

You can still travel but the PR is conditional for 2 years. This was changed in OCT 2012
