Could they be viewing application based on province... and that could be the reason for sameday applicants to get different status ?

No. For spouse visa they do not consider as to which province one has applied for. For other kind of immigrations like the Professional Immigrations they may have look, as there have been some news that the Ontario is getting saturated and people are hesitant in moving to the other regions. For spouse visa all they need to know how complete is your package and if you have given enough proof of your relationship.
 
Can anyone tell me do i need to fill my family members detail too in application?
I'm goin to apply soon for spousal entry visa so what red marks should i take care of and how to do medical test done? I mean how to apply for it.

I agree, i am living and resiging in ontario and some of my college mates moved there for better job opportunities, so i guess you gotta move where there more job opportunities in your field of study or scope and job demands as well. and I guess ontario will have less people.
