Believe me, it was more worse than that...specially when you aren't present in that country. Every country have different law and different format to issue the same.

I read one Quote before: one person also waiting for PPR and missed their email and he/she was worried about Oh I will not get PPR once he/She investigate, they got PPR request one month ago. So, I suggested send your Passport. there's no harm NDVO will update, they received your passport. good luck. How I knew this one of my friend submit her passport after getting 2nd AOR. good luck:)

I don't think VFS accepts passport unless you have PPR letter. You can try but my guess is nope it won't work you will have to wait for the PPR email or something from NDVO saying submit passport.
