First part "he replied saying background checks are still going on." is the answer to your status.
The second part is an explanation of background check..who does " CSIS - Canadian Security Intelligent Service" for people living outside Canada, and "RCMP- Royal Canadian Mounted Police" for people living in Canada.
What is the status of the Remedical report whether received by them and scrutinised by them This also may be delaying. Anyway you can await change in status shortly. Good thing is that the file is moving.
Remedical has been received by them and already updated. And yes, that's what I wanted to ask that why did he mention RCMP because RCMP does only for people staying in Canada and I have never been to Canada before. CSIS, yes I know they do for people living outside Canada. I too hope I see a change in status soon.

We got married in Nov and my hunband is a PR of Canada.
He filed a visa for me in march .
We received another email from CIC on 30 apr,2013 saying that "My husband have met the requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for me has been forwarded to a visa office DELHI for further processing."

So I just wanted to know how long this process takes place, and by when it is possible for me to reach canada.he is from st paul alberta

i applied for my wife PR under the Family Class Sponsorship in august 2013. for which the Sponsorship is approved within 30 days after which New Delhi Visa Office asked my wife to submit the passport. with the Medical Receipts. which is done in October 2013. still today when i check online the status says the Application Received in August 2013. what shall i do in this case.

U r a augest applicant. U may hear updates on your file with in 30 days as current trends.

Now people who have applied in July August are getting their DM. Please give your time line.
Application filed date;
Sponsorship Approval date
Medical done on
On approval of Sponsorship CIC Canada would send the file to respective Visa Office, in this case it is NEW DELHI VISA OFFICE (NDVO)
You will get a mail from NDVO informing you having created a file. Officially the time taken period at NDVO is 13 months Now some cases are getting cleared in 9 months time.
Read the forum correspondence which will give you some information.

I dint get any call. As iam in chennai I guess it takes 4-5 days to get my passport. Let's hope for the best.
 
As I m from kolkata......let see how many days to get my passport with VISA back......well keeping my fon with me all the time, dont wanna miss any calls from NDVO......:)
