Hi everyone!

me, my wife and my daughter received our PR cards about 2 years ago; we're almost ready to move to Canada but in the meantime we've had another daughter, now 1 year and a half old

can she enter Canada with just passport and eTA, with us having PR status?

What nationality is your daughter? You being a PR doesn't change anything related to her immigration situation.

She needs a VISA / eTA for her to travel with you now.
Then you can sponsor her for PR, once you are in Canada.

Note that depending on your province, your non-PR child may not be able to get provincial health coverage until becoming a PR.

Great! so passport and eTA is enough, thanks!!!
Hold On, if you are from a VISA exempt country then yes, eTA and PP might be enough.
But if not, then you need visitor Visa.

actually Canada Embassy in Rome told me I need a Temporary Resident Visa for my child...

I'm looking at the form and it's quite tricky, as it has some mandatory fields to fill definitely not suitable to a 2 years old child, like the "work experience" section

anyone had experience compiling this TRV for kids?

The embassy is wrong. Your Italian child is visa-exempt and therefore cannot apply for a TRV. Just get an eTA.
