Ok, so, if the file stays in India, which is likely as you say - she will have trouble submitting her passport in a normal way. If the file at all gets transferred to Paris (either by us requesting or by CIC themselves deciding to transfer for whatever reason), we are bound to incur delays, but passport submission is easier as she can mail it off to Paris and stay within Schengen area. Right?

The file will DEFINITELY stay in New Delhi. CIC will not transfer it and IMHO, requesting a transfer would be pretty stupid.

Also, it is still illegal to mail the Indian passport from Switzerland to Paris.
 
It is true that New Delhi office requested for passports very early in the process and than kept the passport with them for a long time.
However, since sometime, New Delhi Office has stopped requesting for passports early. This is mainly because their average processing times have now increased dramatically. I am not sure what stage in the process will they request for passport now, but my guess is that it will be just like other embassies: when they start processing the file.

Also, requesting them to submit passport later shall not be a hassle. I have a friend who works in US and has her spousal sponsorship file being processed in New Delhi since Oct 2013. When she was requested for submitting her passport in Jan 2014, she requested for more time due to her work situation. New Delhi office was considerate and allowed her to submit passport at a later stage.

The majority actually only request the passport at the end of the process when they are ready to issue the visa. It would be much more convenient for many Indian applicants if New Delhi has stopped issuing PPR so early.

Also, working in Switzerland for a year is not a red flag! If anything, it is good for your application. It reduces the risk that the visa officer will think she is just marrying you to get into a Western country - since if that was her only goal, well, she is in Switzerland and could stay there.
 
Thanks guys. So, basically, its okay for her to go to switzerland and work. When PPR comes, we need to ask for extra time to submit her passport, or quit the project and return to india and submit asap (if we choose not to incur the delay), as its not possible to mail the passport while outside India. Trend now is that PPR may come later in the processing stage than earlier, which might mean that she may actually complete her project before PPR even comes.
