The new citizenship law is already in effect, but in stages. The 2 stages of increased fees and streamlining the citizenship process has already been done. The last stage the 4 out of 6 year would likely go to into effect sometime in June/July 2015.

Are all applications under processing will get decision made through officers (and not through citizenship judges) now? or this only applies to new applications after the rule is in effect and fees increased?

That I cannot say. I could only guess that all applications would go through the officers if the application hasn't reached the citizenship judge by then. It is only speculation.

The effective date has not been published yet. The assumption is that the 4 / 6 rule will go into effect approx 1 year after the change was signed into law. It was signed June 19, 2014. It stated in the law that it will go into effect approx 1 year.

Based on that, consensus is that it will go into effect sometime in june / july 2015.

I saw the Minister statement that the new law for residency will be effected one year

from 19 June, 2014, you may call CIC and check the status...

Probably they will announce the cut off date next year... the guessing is still there... nobody knows.
