It says for low-skilled changes, does this mean all noc 0,a,b are not affected on this changes?

I think it's very misleading to characterize TFWs with LMOs as "low skilled." That's just a political red herring. This will affect anyone who requires an LMO (now, LMIA) to obtain a TWP.

nothing is clear except 6%, $1000 etc. old wine in a new bottle. He has created more grey areas so intelligent lawyers could manipulate it. LMO for unskilled?-then what would be O, A,B, no need to get LMO or Noc o,a,b became unskilled now?

International Mobility Program

This program allows employers to hire or bring in foreign workers without the need of a Labour Market Impact Assessment (LMIA). Exemptions from the LMIA process are available where there are reciprocal benefits for Canadians and other competitive advantages for Canada.

Examples of individuals who come to Canada under an LMIA-exempt program include: international students who have graduated from a Canadian school; persons authorized to work in Canada temporarily due to free trade agreements, such as NAFTA, International Experience Canada participants, some permanent resident (PR) applicants settling in Canada while their PR application is finalized, and spouses of highly-skilled foreign workers.

So sad. I don't think some employers will agree to pay 1,000 for LMO. And the process is way harder than before :(

This changes is all confusing. We don't know if low-skilled they referred is the low-skilled in the NOC or they have new definition of their low-skilled job. But 1 thing is for sure, food counter attendants job is really affected for these, and i have lots of friends who are food counter attendants. So sad.

Well, if you haven't applied for PR and you want to stay as a worker, your employer has to apply for an LMO and you have to apply for a Temporary work permit, under the new rules, which will be difficult with the changes announced today...
