Hi, I submitted a graduation letter while applying the PGWP. But not for CEC

"Keep Calm and Wait for CIC " , I think I need to design this T shirt and roam . I believe dependents effect is negligible or would say minimal . Each application can't be compared to another , If you are facing long delay you can always inquire by GCMS notes , Last not the least its all in CIC hands. We can post and discuss that's what we can do ;D
