New CA Immigration Policy and new NOC Announced?????

I have heared that new canadian immigration policy has been announced.
The process time has been reduced to 8-10 months instead of 4-6 years.
and New NOC also has been announced , new NOC is limited to 38 OCUPATIONS

Can anybody confirm these news? If so , please send me source and link.

and also let me know doctors are included in this list?

do they require IELTS?
