Rental vacancies are at a 16 year low across the GTA and I know of a number of cases where renters have paid more than the advertised rate to be able to get a place they want. It's very tough for renters out there right now. Not sure I would recommend negotiating - although that's obviously up to you. If you find a place you like for a price you can accept, the thing I would be most worried about is getting it before someone else does. But again, your call.

There is nothing that would prevent you from negotiating the rent. Give it a shot, and if your landlord doesn't accept, then you can just pay the rent he is asking for.

Wondering if situation would improve in Toronto once new AirBnB laws are enforced.

I think there will be some impact but it won't be as significant as officials might lead you to believe. I know a number of people who are impacted by the new Airbnb rules. Every single person I know is simply taking their units off the market and won't be renting them at all. They liked Airbnb since it allowed them to rent the space out temporarily from time to time (but also allowed them the flexibility to use these spaces for their own purposes when they needed to). None of them want full time / permanent renters in their homes.
