You have present the fact. The parent ignore it. It's another example of bad immigration "agent".
Thank you. We've tried our best to search and check all the changes in study permit rules but haven't found anything regarding the legality of staying in Canada while waiting for a new study permit. That's why I wanted to check here if anyone might have read or knows about the 'rule' their agent is referring to.
 
Update:

My nephew began his studies at Red River College (RRC) in May 2025, which aligns with the Designated Learning Institution (DLI) listed on his original study permit. I had already advised the family to cancel the pending study permit application for Heartland, as he had officially started at RRC. However, their agent did not follow through with the cancellation, and a new study permit was issued with Heartland as the DLI.

It appears the agent may have had a financial incentive to keep both applications active, as a responsible agent would have prioritized canceling the redundant application once the student was enrolled at RRC.

As I understand it, the newly approved study permit for Heartland now overrides the original one for RRC. This would mean my nephew is technically required to stop studying at RRC and transfer to Heartland.

Despite this, the agent has advised the family to continue at RRC and simply apply for a new study permit again—potentially earning another commission in the process.

I’d really appreciate your thoughts or any guidance on how best to proceed in this situation.
