Hi,

I recently received my COPR and my PR card is in process. I need to fly next month and I was advised not to travel until I received my card. I know the the issue with not having a PR card arises at the airline gate at the airport and not at the border.

Since I am a dual citizen, is it possible for me to get an ETA on my other passport which is not linked to my PR and then use my primary passport and COPR to get through the border in Canada?

It won't be a problem. Which way you go depends on your country of citizenship. Cic website said exactly this:
If you are from a visa-exempt country and have a Confirmation of Permanent Residence document, you don’t need an eTA. However, if you haven’t received this document before your planned travel to Canada, you will need to apply for an eTA.

If you are from a visa-required country, a permanent resident visa will automatically be issued in your passport for your travel to Canada.

In both cases, make sure you travel to Canada with your valid passport and your valid Confirmation of Permanent Residence document.
 
So how will you answer any question about other citizenships or whether you have applied to live in Canada ? Do you plan to answer those questions untruthfully. ?

Also note that whilst am sure there are plenty of people that have same name what are the odds someone has same name and date of birth and country of birth as your PR application ?

Given people have been on this forum and applied for ETAs without realising they were PRs 30 years ago and got rejected only based on name DOB and birth country nothing to do with a passport then odds seem high to be rejected.

By all means try applying on your other passport but not worth getting into any misrepresentation by not answering any ETA questions honestly, you may be lucky but take into account you sign a solemn declaration as part of the ETA application.

I was unaware of these questions. I've never applied for an ETA as I've always had one with my work permits. Thanks for your input.
