Need to mention about Student Visa refusal while creating a/c for EE

Is it required to mention about Student Visa refusal which was received 12 years back while creating account for EE now? :

You're obviously expected to answer all questions truthfully.

You must mention all refusals in the section that asks about refusals. Failure to do so is misrepresentation which is a five year ban from Canada.
