Need suggestion. I got ITA under Provincial Nominee Program, but I want to apply for TRV.

Today I have received ITA for Provincial Nominee Program. It will take me few days to submit PR application. My question is, can I apply for TRV before or after I submit my PR application? Can I travel to USA while PR application is in process?

Please answer my questions. I will appreciate that.
