i want to discuss my case and need some proper guidance

-i applied for Canada study visa in nov.2015, but i was refused
-then i applied again in Jan 2016 ,same result

my reason for both refusals was course mismatch

now am in New Zealand studying engineering here, and my visa is till march 2018.
now can I apply for Canada tourist visa in my college holidays.

You can certainly try but must mention the past refusals.

Give it a shot, but please do make it clear that your stay is temporary (back it with evidence like you will go back to New Zealand for your course, bank statements etc) and if you have friends/family here ensure that they mention the same that you are visiting them on temporary basis.

cuz i heared alot they doesnt prefer students on visitor visa

Make a day by day itinerary for your trip in Canada. Show hotel bookings.
Show enough money to cover this trip.
Show enough tie to your place of residence that you will go back after your trip.
