ok, you can do one thing to check if it matters now :

send your job detail , title , duties, and background to HSRDC contact email , you can find in their website,

they will ask for your education information if you don't give . just give job infor.

so the NOC is not decided only by job. also by your ability (education ) .
Ok wewill do that. Thank you for your help.

btw: even HSRDC give you a noc code, which doesn't mean VO will agree too.

but if HSRDC don't agree to give one you want, then in VO , it is almost hopeless.

so thats what i get from HSRDC.

And reading this i think eduaction dose matter for you to qualify.

Please note that in order to be classified in an occupational group, you need to meet all the employment requirements that are required as stated. In addition, please note that the final decision for selecting the most appropriate National Occupational Classification (NOC) code is each individual's responsibility as you know your education, skills and abilities better than anyone else. However, the ultimate decision remains the responsibility of Citizenship and Immigration Canada (CIC) as they are the only ones who have the authority to determine if the information provided meets their criteria.

if so , try best to prepare a explanation letter to convince VO .

but about if send, it really depends on you .

if send : the possible problem is that the VO original doesn't so care it, you sent doc only confuse him more.

if you don't send it, maybe VO give you a chance to explain, ask for doc, maybe reject directly.

just my opinion, maybe not good, I will send it after read the reply from HSRDC.
