Hey guys,
This is my first post. If you think its too similar to some other post, kindly direct me to it.
I need some quick advice from you.

I am an Indian currently having residence in Germany.
I am a Senior Java Developer and have been working for the past 3 years. I have a Bachelors Degree in Information Technology Engineering from the Mumbai University (Passed out in early 2007 with first class).
I know English very well and I have studied French for 2 years, but now, I am not too fluent with it (just very basic as of now) because I have not used it for long.
By the end of next year, I plan to immigrate to Canada through Skilled Migration (I don't think I will have a job offer with me while I apply, I would like to search for a job once I am there).

A few months ago (not quite sure), I had gone to the immigration website and found that Software Engineers were eligible. Well, I just went to the same website today and it seems now they are not :(

So is that the end of the road for me? Or is there another way apart from getting a job offer?

I also have a few more questions:
1. Usually, how much time does the whole visa process take, from start to end, for my kind of a profile (If somehow, I am eligible)
2. Will I have to look into each State's PNP to find out if I am eligible through one of them? (I looked up BC, they need me to have an employment offer. I looked up Quebec and it seems that I am eligible, but I don't know what Level 1-2 of French knowledge means, which is the "Beginner" option that I selected)
3. Does the occupation "0213 Computer and Information Systems Managers" also include Senior Software Developers or Senior Consultants?

Let me clear all your questions one by one .

Firstly as of now ur profession is not in list of 38 occupations just wait for new list which is expected to come in next couple of months.
See if software guys are allowed or not in the next list then apply .

Incase even in the new list if there is no software professional eligibility then . You have a single option .Get in to canada on work permit .Work there for one year and apply under canadian experience class where people who have 1 year work exp in canada are eligible to apply.

You can also ask immigration consualtants about how to apply for PNP this is another option.

Getting work permit in canada you have to research .I am not sure but as you have 3 years exp in java you can try from some immigration consultants
they can help you out.

Visa takes 6-12 months if u apply under fast track (FEDERAL SKILLED WORKER) this is the first case .
For canadian experiance class i think same time lines some where between (6-12) months.

No you are not eligible under 0213 information systems and managers . So do not apply under that .Its for people who are having designation as managers .Typically they have experience over 8-10 years.

Hi,

The new list is coming out later this year anytime from now maybe the field you have experience in will be included in that new list. If you dont have your field in the list then you willl need an employment offer which is very hard to get but no impossible. Below is the link of the website which is for NOC 0213 applicants you can check with them if you can apply on the current list or not.

Its pretty clear that I cannot apply as a manager.

do a search www.workopolis.com , do a search for the kind of job you are looking for..it if it shows a lot of openings it is safe to say that your skils are still in demand........the time line for the application depends on the visa office you will submit your application to...
 
I dont remember the NOC list now, but what you can do is go and check job responsibilities, if your designation is different but responsibilities are same you can use that noc, as in differenct countries, job titles are different. i hope u understand my point, have a look at 38 list and check in detail. ta

PROCESSING TIME IS 6 TO 12 MONTHS FOR FSW CANADA PR.

DIFFERENT PROVINCE HAS DIFFERENT SELECTION CRITERIA.
QUEBEC IS GOOD IF YOU HAVE FLUENT IN FRENCH LANGUAGE.

YES, YOU CAN APPLY IF YOUR JOB DUTIES MATCH WITH NOC:0213
