ok. Search for a job on Canadian job sites. Get a job offer and have employer file a LMIA by paying $1k and proving that no Canadian or PR can do the job, only you. Then with LMIA, you apply for a closed work permit. To prove you can do the job, you need employment letters, education assessments and maybe IELTS. Civil engineering is a licensed profession so look at licensing requirements.
