1. How important relevancy (education and job experience) is in Express Entry?

2. I want to know that how CIC check the relevancy between the education and job experience. For example if I have done MBA (HR), then should I have an experience only in HR department or any other management level title will work. e.g office supervisor or office administrator.

In CIC 's eyes your education and experience do not need to be related.

Subjective question. Strongly relevant for some professions, not so for others.

You're eligible to apply with above background. And CIC isn't strictly concerned about the relevance as you indicated in your question. What they are more interested in knowing is if you're qualified to do the work within your chosen NOC and also if your roles & responsibilities at qualifying work experience match the NOC details.
 
That's right. It depends on the field you work in. If you're planning to work as a lawyer, doctor, plumber, pilot, electrician, etc., then your education had better show you are prepared! But for most people with a general liberal arts education, area of study and field of work don't have to match. For instance, I have a bachelor's degree in music (opera performance) but I work as a literary agent. That's not a problem with CIC.
