Experts if anyone has like this case pls share your view:
I applied under Fsw 2014 and in 2015 my entire file was returned mentioning my job duties not properly and explained and hence returned as incomplete/not match ground. Now I would like to apply cic for reconsideration as I believe my job duties was complies with the stated NOC. In that case what is the procedure to apply for reconsideration or reactivate my file

Should I first email to cic. If so where should I send the email?
What kind of paper need to send?

I have just came to some cases like this have the option to reactivate and reconsideration.

If your file was returned in 2015 - it's far far too late to request reconsideration. Reconsideration only works if you do it within a few weeks of a refusal.

You'll need to reapply.

I agree, but I have found some cases where they applied for reconsideration after 3 yrs of refusal but their case was rejected from Singapore VO and their outcome was positive.
