Your husband will need to apply for rehabilitation. Once it's approved, you can sponsor him. Read: http://www.cic.gc.ca/english/visit/conviction.asp
Also, I assume you got married after you become a PR. If you were married before, he should have been included as spouse in your PR application. If you did not include him, you will not be able to sponsor him now.
