I am a PR in Manitoba I have been here for one year now and I want to apply for my Sister and her family (son and husband). Her husband is eligible for that.My question is now for the language does he need to have an english or french test ??or doesn't matter .and what do you think who the principal applicant should be.My sister or her husband because the latter is more educated and he has job experience where my sister is not that qualified .I will start a process and I will need help even if I was under that process one year ago but I want to make sure that everything is going to be right.cases differ and I do need help :(

It says English test.

I find this in the next page when I clicked on tests required
Minimum Language for lower-skilled applicants
The Government of Canada requires that all provincial nominee applicants for semi and low-skilled occupations (NOC C and D) achieve in an approved language test a minimum standard of CLB 4 in English (or NCLC 4, French) across all four test categories – listening, speaking, reading and writing. NOC C and D jobs include lower-skilled workers in the trades, primary and manufacturing industries, sales and services, and certain clerical and assistant categories.

To be eligible to apply to the MPNP you must have job-ready English. All applicants except those currently working in Manitoba in NOC 0, A or B must submit results of an approved language test to demonstrate their English proficiency.

thank you guys ..his english is fairly good I think he can score 4 or 5 but i am not sure .

With recent changes in April, 2013, every applicant who is applying from overseas should meet Language requirement and 60 points. You can have your brother in law as a principal applicant as he will score more.

is it better not to send my IELTS result to CIC by PNP for IELTS SCORE 5?

I need help I am skilled A or B category NOC classification I got IELTS score 5 but it is not required to submit the IELTS result is for skilled A or B category for a provninal nominee program to send document to CIC. What is the effect to send my result to CIC? They ask me the higher result because skilled A or B category NOC classification? Or it is better not send to them they may ask to take another IELTS exam?
