Need Help with WORK PERMIT visa

Hi I have a question about coming to canada through work permit. I wanna apply for my brother, he have class 1 international driving licence from Dubai. My question is what are the requirements to apply for work permit and does he need to do IELETS because I have heard a rumour that IELETS is not necessary now. Thanks for any advice

To qualify to apply for a work permit your brother first needs to obtain a full time and permanent job offer from a Canadian employer. As a next step, the employer must obtain an approved LMIA. Then your brother can apply for the work permit.

We already have a job offer, my only concern is does he need to do IELETS or no.
