the pictures have to be physically sent to the visa office that requested the pictures and will be processing your passport (assuming you require a visa) and your COPR. the instructions about where to mail it should be in the request letter you received. they will not accept pictures by email. Sometimes, the passport request and picture request letters have a section about what to do if you are currently in canada. if that is the case and you are currently in canada, then you can follow those directions. if there is no mention of this, follow the directions in the letter and send them to the visa office requesting them.
