Need help with filling the Citizenship Form

Can you please confirm this for me. Help is greatly appreciated.

We are going to send our application in apr 2018. So our eligibility period is from Apr 2018 to Apr 2013(5 years).

We became PR on Aug 6th 2014 and did not leave Canada after that.

Now question number 9 section c asks

During your eligibility period did you live outside Canada?

1. Should we select yes or no
2. If we select yes then we have to submit CIT 0177 form however that is only if we were serving as crown servant.

The recommended course of action on this forum is - answer Yes, include CIT 0177 and mark it as not applicable. You can even include an additional letter that clearly states that you are not claiming crown servant exemption but including the form since technically you were living out of Canada for a certain time during your eligibility period.
It ensures you are not misrepresenting on the form even though you will probably get away by answering No for 9c. You will be adding an extra unnecessary step but staying true to the literal meaning of the question.
