As far as i have read in forum and on website, we are not required to submitt IELTS when we apply for Canada office , but only when we are asked to apply to local offices overseas, then we have to submitt IELTS.
What i want to know is that i want to apply to canada office not based on IELTS but a submission that i don't need IELTS, but i will do IELTS b4 i apply to local office, will i be able to submitt my IELTS then (only if i get 16 points with IELTS). Will i be allowed to change submission to IELTS reports?????

I was just wondering about your view as i am working here as English language teacher in China for almost three years. I have studied and worked in Australia for 11 years. Currently i am working in a govt. college. Will they still ask me to apply for IELTS.

They absolutely might still ask you for IELTS. I've heard more than one person saying they had studied and worked in the US or other English speaking country for years and still were asked for IELTS. So maybe they did not work as English teachers but CIC might also question how much English you need to know to teach it in China.

My IELTS scores are as follows : Listening - 7, Readinf - 7, Writing - 6.5, Speaking - 8. Overall Band score is 7
Is this good enough to apply ? I am the primary applicant and I heard that I do not meet the 16 criteria for IELTS. I also have my spouse who is also accompanying me to Canada and so does she need to take her IELTS ?

You get:
Listening - 7 = 2 points
Reading - 7 = 4 points
Writing - 6.5 = 4 points
Speaking - 8 = 4 points
Total 14 points. It is certainly good enough as long as you have reached 67 or more points total. Your wife does not have to take IELTS.
