I am applying under CEC, I have done my bachlor degree and master degree from India. Do I need to do ECA for both master degree and bachlor degree ? or I need to do only for master degree ?

Yes, you can send in same Reference number but please try to hurry up, So that they include your both packets before declaring assessment.

yes, both degrees ECA is required.
You need to get transcripts from your both universities and then apply in one shot to World Education Services (WES) or University of Toronto (UT).
