NEED HELP - Questions about PEQ

Hello everyone,

I am an international student and about to graduate in an Ontario university. I want to immigrate to Quebec through the PEQ program.
However, I do not know any French so I'm sure I have to learn it. But I kinda have no idea where do I start and what are the procedures of PEQ. And is there a location in Toronto so I can consult?
