Need Help pls...How to get my wife thru spousal visa?

Hi everyone. Iam posting question for my friend. Right now he is holding a 2 years work permit as a Cook (skiiled Level).. He wants his wife to be here in Canada under spousal visa. His wife is in Kuwait right now. Can someone help us how to apply for this Spousal Visa n get open permit for her. Is this online application or by mail? Who needs to send application is his Wife or Him.? Can someone send links to get the application form? Thanks you guys so much! Any help is deeply appreciated!
