My brother got married recently. I am confused should I apply for regular visitor visa for his wife or apply for sponsorship and then spousal sponsorship based visitor visa.

You shouldn’t be doing anything. His wife can attempt to secure a TRV which will be based on her ties to India, previous travel, her own funds, etc. If your brother is a PR he should return to Canada and start the sponsorship process. When he gets AOR then his wife should attempt to secure a TRV because there is likely a higher chance of approval at that point.
