Hello, I am an international student in USA and I am design background student. I have completed my MS from USA successfully. I have tried from last two years for another Masters from Canadian university and every year I applied but the rejected me though I have good result from USA. There are NO PhD in design courses.
This year I have received offer from POST BAC program at NSCAD University or PGD at centennial collage. In this case, which one I should to except and what will be the visa chances to apply from USA.
 
A post baccalaureate program is not a PhD program. A post graduate diploma is also not a PhD program. Both of these are likely diplomas you would complete after a bachelor's (undergraduate) degree program.

If you hold a master's degree and are looking for further graduate level work, these would most likely not be seen as reasonable given your qualifications.

Thank you for your information. There are no PhD level study in Canada for graphic design or relevant background, in this case I had only option for another masters and I couldn’t get any admission from any universities . NSCAD university offered me a bridging program post baccalaureate for 2 semesters for master degree. W
 
There are, though. Take a look at SFU's Interactive Arts and Technology programs, for example.
My ms cgpa is 3.58 from USA and I have few exhibitions, TA and awards from USA. Interactive art and tech is mainly computer science based program. I have applied this year SFU, Concordia, Lethbridge, Alberta, ocad universities but all are rejected me. They just said program is competitive and last year I also tried in these universities. In Canada design universities are very few for masters level and only university of Alberta have PhD option. In this case what I should y
 
If there are no programs in Canada suitable, you should look at different countries.

If your intent is to just come to Canada, you should look at other ways of immigrating than study visas.

Thank you for your valuable opinion. It's not that Canada doesn't have any Design based program. It's so common and every countries has design studies. However the differences are Canada offers mostly Graduate Diploma courses instead of Masters
