I am an international student in USA and I am in valid status. I have completed my masters here and enrolled in another masters in another field to maintain my status which will I will not complete. I got admission in centennial collage for 1 year graduate certificate program. In this case,

1. How can I apply for visa from USA?
2. My father has only 2 month bank maturity. Now should I show my uncle as sponsor? or I will sent both of my father and uncle bank statement?

Yes I would include both your uncle and father. Your choice of postgrad certificate must make sense based on your previous studies and work history and lead to career progression. After doing a masters it will appear strange that you are applying for a PG cert. The other issue you will have to address is that you have strong ties to your home country and will return after your studies. Since you have been living in the US, that is harder to prove.
 
Your application will most likely be seen as an attempt to get and maintain status in Canada. As @canuck78 has said, it doesn't make sense to go from a master's degree to a PGD at Centennial College - that's a significant step down. Especially since you've explicitly said here you will not complete the program you are currently in and are doing it to maintain status.

Thank you for your response. I have completed my masters in graphic design and now enrolled into an IT program which is different from my expertise. I will write up in my study plan that few courses was needed for my career development in graphic design from IT. There are a few design related masters in Canada. I thought 1year graduate certificate program will be an specialization on graphic design.
I have tried 6 universities each year from last 2years but could not get admission. I am not sure now what will be the outcome. Please suggest me what I should to do now? Your valuable suggestion will help me for the next steps
