If your parents are Indian, they will have trouble being allowed on the plane without a return ticket - the airline will ask to see the return ticket, and if they don't have it (and can't explain why since they don't speak English fluently), there are bound to be issues.

Just buy a ticket and cancel/change it later if needed.

Do you parents speak absolutely no English? If necessary CBSA will take them to secondary and get an officer who speaks their language. What language do your parents speak?

No. The airline will very likely assume that they are trying to immigrate on a tourist visa and will not let them board. You should call the airline and confirm, but even if they say yes on the phone, there's a very strong chance of issues at the airport. Especially since your parents may not be able to explain.

Why take a chance? Just buy a refundable ticket.

No it won't be helpful.

You should assume the airline will refuse to allow your parents to board the flight to Canada - even with a letter.

They have translators at the airport.

Immigration won't be an issue. The officers will call a translator if necessary.
