Need Help - CEC Express Entry

Hello Everyone,

I had a PGWP for 3 years but recently work permit renewal rejected and had to stop working effective immediately, I was asked to apply for restoration within 90 days of the refusal letter. I was asked by the government to provide an LMIA when applying for the work permit again.

I also got my invitation to apply for CEC class in November 2022, I have all the documentation complete but wanted to ask if I should be putting a letter of explaination of my current situation to them or would that not be necessary?

What was the reason for rejection ?

This was the reason for rejection:
"You have not demonstrated that you are eligible to apply for an Open Work Permit under the Immigration and Refugee Protection Regulations.
Your prospective employer is responsible for obtaining a valid Labour Market Impact Assessment and Confirmation from Employment and Social Development Canada"

I thought they made a temporary change to the PGWP policy and were providing an extension for 18month.
