hello my mother In law is Indian passport came legally to the USA
She waiting on her green card to come so she can visit her family for a wedding
What do I need to do to let her go to canada without any issues.

Well she has her green card coming in but she won't have it before she leaves for Canada. Does she need the eta form

No.

She must apply for a TRV if she does not have a green card. It would have been better if she had applied for it when she was in India

The possibility of getting a green card in the future/near future does not apply. Either she has a green card or she does not.

She must apply for a TRV as an Indian passport holder that does not have a US green card
