Hi,

I did apply for my Federal Skilled Worker program last year but i
couldn't manage to have ITA since my points were very less.

i want to know that is there some other way i can approach without
using Express Entry or points based system?

I want to immigrate with my wife and one 4 year old daughter.

You should look into the Provincial Nomination programs.
 
Not all Provincial programs are combined with Express Entry.
However sorry to burst your bubble. In all economic programs you will have to compete, so there will we one point system or the other. and it is up to you to check if what you are offering (your skills, work experience and language knowledge) is more than other applicants do have.

Thanks for guiding, the points that i received in FSW were 315, which were far less to compete. i have a lot of Microsoft and Dell certifications but unfortunately they were not considerable in FSW. Is there any Provincial program which will be considering them also?
with these less points for FSW what could be the best option for me to proceed for the immigration?
right now i don't have any specific province preference. can you please advise me which provincial programs doesn't require job offer and are not based on points based?

check all provinces one by one and see what they require. But in most cases what is required is secondary or post secondary education and a very good languages (English or Frech).
Some also require certain professions and most of them prefer if you already have ties to Canada.
Right now there are almost 90000 active EE profiles and despite they invite 3750 every 2 week more profile will appear.
So yes there is lot of competition there.
